I liked the final book in the trilogy more than the first two, since it spends a fair bit of the plot on things related to the political maneuverings of the various human factions, which made for interesting reading and was a nice relief from the techo/war focused plot of the first two books.

I think it is likely that I read it

Continues the story begun in Probability Moon. This one moves away from one of the elements I liked most in the first book, which was the alien race that occupies about half of the first book.

Hmm, this is kind of your typical interesting-ideas-but-not-such-great-characters SF novel. It's an entertaining read and there's some creative bits in the plot, but there's a definite two-dimensional feeling to the characters.
